HEERF I - Initial 30-Day Report
30 Day Report
Section 18004(e) of the Coronavirus Aid, Relief, and Economic Security Act (CARES Act), Pub. L. No. 116-136, 134 Stat. 281 (March 27, 2020), directs institutions receiving funds under Section 18004 of the CARES Act to submit a report to the Secretary of Education describing the use of funds distributed from the Higher Education Emergency Relief Fund (HEERF). On May 6, 2020, the U.S. Department of Education (the “Department”) released preliminary reporting guidelines for institutions receiving HEERF; this Report follows such guidance and the reporting requirements under the Certification and Agreement.
In compliance with those requirements and as set forth in the May 6 guidance, Haverford College (“Haverford” or the “College”) is posting the following information:
- An acknowledgement that the institution signed and returned to the Department the Certification and Agreement and the assurance that the institution has used, or intends to use, no less than 50 percent of the funds received under Section 18004(a)(1) of the CARES Act to provide Emergency Financial Aid Grants to Students.
- Haverford College signed the Certification and Agreement for Emergency Financial Aid Grants to Students under the CARES Act to the Department of Education. These funds were awarded to the College on May 29, 2020. Per the agreement, Haverford will use no less than 50 percent of the funds received under Section 18004(a)(1) to provide emergency grants to students.
- The total amount of funds that the institution will receive or has received from the Department pursuant to the institution’s Certification and Agreement [for] Emergency Financial Aid Grants to Students.
- Haverford College was allocated a total of $873,803 under Section 18004(a)(1). Haverford will use no less than 50 percent of those funds, i.e., at least $436,902, to provide emergency grants to students.
- The total amount of Emergency Financial Aid Grants distributed to students under Section 18004(a)(1) of the CARES Act as of the date of submission (i.e., as of the 30-day report and every 45 days thereafter).
- As of June 29, 2020, Haverford has not made any distributions to students under Section 18004(a)(1) of the CARES Act. Haverford is finalizing its distribution process now and hopes to begin distributing funds soon.
- The estimated total number of students at the institution eligible to participate in programs under Section 484 in Title IV of the Higher Education Act of 1965 and thus eligible to receive Emergency Financial Aid Grants to students under Section 18004(a)(1) of the CARES Act.
- The total number of students at Haverford eligible to participate in programs under Section 484 in Title IV of the Higher Education Act of 1965 and thus eligible to receive Emergency Financial Aid Grants to students under Section 18004(a)(1) of the CARES Act is estimated to be approximately 520 as of the end of the Spring Semester of 2020.
- The total number of students who have received an Emergency Financial Aid Grant to Students under Section 18004(a)(1) of the CARES Act.
- As of June 29, 2020, Haverford College has not awarded any Emergency Financial Aid Grants to students under Section 18004(a)(1) of the CARES Act. Haverford is finalizing its distribution process now and hopes to begin distributing funds soon.
- The method(s) used by the institution to determine which students receive Emergency Financial Aid Grants and how much they would receive under Section 18004(a)(1) of the CARES Act.
- The method used by Haverford to determine which students receive Emergency Financial Aid Grants and how much they will receive under Section 18004(a)(1) of the CARES Act is based on the instructions and guidance provided by the CARES Act, the U.S. Department of Education, Federal Student Aid, and the Certification and Agreement. Specifically, and consistent with that guidance and the discretion granted to higher education institutions to set forth a distribution process, Haverford will use a process that prioritizes the students with the greatest need who also meet the Title IV eligibility criteria and who have incurred expenses related to the disruption of campus operations due to coronavirus. The precise grants amounts are not yet confirmed, but the precise amounts will be generally correlated to a student’s EFC (an indicative assessment of financial need).
- Any instructions, directions, or guidance provided by the institution to students concerning the Emergency Financial Aid Grants.
- Haverford maintains a COVID-19 website which provides access to pertinent information. Students who are not eligible for HEERF grants but are experiencing financial hardship are encouraged to apply for LIFTFAR grants through the Dean of Students Office.
